Start with a controlled dust bag specification
A supplier cannot be evaluated against an incomplete brief. Define the product stored, usable bag size/opening, each material layer, color/finish, cord and seams, artwork, contact tests, labels, unit pack, quantity by SKU and required date.
Send the same revision to every bidder. Require assumptions, substitutions and exclusions to be identified.
Identify the legal seller and actual production roles
Ask which entity will contract and invoice, and which parties source fabric, dye/finish, laminate or back, cut, sew, decorate, inspect and pack. Record subcontracted stages and where final release occurs.
A trader or coordinator can be suitable if roles and controls are transparent. A claimed factory status is not a substitute for order-specific evidence.
Verify material control
Request the proposed material identity, construction, weight basis, color/finish and face/backing/lining references. Ask how incoming lots are identified, checked, segregated and linked to production.
For product-contact, environmental or compliance requirements, verify that documents apply to the proposed material, entity, scope, market and validity period.
Review cutting, sewing and closure controls
Ask for the actual process route, equipment and checkpoints relevant to the dust bag: cutting orientation, seam type/allowance, channel, cord insertion, internal finishing, reinforcement and dimensional control.
Use a physical sample to examine usable opening, closure operation, internal edges and fit with the stored product. Generic bag experience does not prove this construction.
Qualify the decoration route
Confirm whether printing, transfer, embroidery, patch or label work is in-house or subcontracted. Ask how artwork revisions, screens/programs, ink/thread/material references and strike-offs are controlled.
Approve decoration on production-equivalent fabric and define checks for color, size, placement, opacity, hand, abrasion, transfer or puckering as relevant.
Test sampling discipline
A useful supplier records what the sample proves and what differs from bulk. Ask for material substitutions, sample revision, measurement report, decoration proof, tests and pack-out to be documented.
Freeze a numbered pre-production sample and specification revision before bulk release. Verbal approval should be transferred into controlled records.
Examine quality planning and traceability
Request an order-level quality plan covering incoming material, first-piece, in-process and final checks. Define dimensions/tolerances, workmanship, contact surface, closure, artwork, labels, quantity and packing.
Ask how material lots, production dates, inspectors and cartons are traced, how nonconformity is contained and how corrective actions are verified.
Confirm inspection access and reporting
Agree when internal or third-party inspection may occur, what records can be reviewed and how rework or failed results affect release. A final report should identify order, SKU, sample basis, defects, measurements, result and evidence.
Do not rely on a general “QC passed” statement without criteria linked to the order.
Evaluate schedule and capacity at order level
Ask for current material availability, setup, sampling, approval, production, inspection and packing milestones for the actual quantity/SKU mix. Identify bottlenecks and subcontracted stages.
Capacity statements should be dated and scoped. Build the plan backward from arrival and confirm the effect of revisions, testing or rework.
Normalize MOQ and price
Break minimums down by material lot, color, size, cord, artwork method, label and packing. Compare unit price only after samples, setup, tooling, tests, inspection, packaging, trade term and freight responsibility are aligned.
Require quotation validity, payment and change effects in writing. Low or high price alone does not prove suitability.
Assess communication and change control
Use the RFQ and sample stage to test whether questions receive specific answers, deviations are raised early and revisions are acknowledged. Confirm one owner for technical, commercial and delivery communication.
Require written approval before changes to material, color, construction, decoration, components, packing or production location.
Use a weighted supplier scorecard
Score evidence against the order rather than using generic marketing. Possible categories include specification response, role transparency, material control, sample accuracy, process/decoration capability, quality/traceability, documents, schedule, commercial scope and communication.
Set minimum gates for product-contact, claim, legal or delivery risks before comparing the weighted total.
